A core principle introduced in the previous chapter is that organisations should have in place an effective knowledge asset management strategy. This strategy can be appropriately tailored to the needs of an organisation. This chapter explains how to develop such a strategy, which could be written up in a separate document or incorporated into existing plans and strategies. Chapter 7 contains more information on this. Why is strategic management of knowledge assets important? While the guidance clarifies best practice and provides recommendations, these should not be interpreted as additional rules. The following sections provide more detail on these activities and how knowledge assets identification and management can be integrated. Within organisations, this affects us all. Every time an organisation invests in itself to become better at its core task, it is investing in knowledge assets. Their effective management is part of good asset management which is the responsibility of all public servants. This is particularly important in knowledge-intensive institutions, such as public sector research labs and other bodies that conduct significant levels of public sector R&D.formal appraisal guidelines, for example, having knowledge asset work included and rewarded as an explicit work objective that contributes to the overarching goals of the organisation There are many challenges to making better use of government data, which stem from the way it is collected. It is frequently only stored and used within the organisation that collected it, in ways which do not facilitate easy transfer between organisations. Data can be a valuable knowledge asset, and care should be taken to ensure that it is collected and managed in a way that recognises its value. That is certainly not the case with A Court of Thorns and Roses. There are plenty of action sequences and schemes to keep the reader engaged.

Each organisation should [footnote 1] consider how best to apply the guidance based on the extent of their knowledge asset ownership and should take a proportionate approach. A more comprehensive approach might involve gathering an inter-disciplinary team, including colleagues from innovative areas of the business, as well as colleagues in corporate roles such as finance, strategy and legal. It's got a fair resemblance to Gone With the Wind - I've never read the book but I've seen the movie and Mary is just about as close to Scarlett O'Hara as they come - her obsession with Somerset (the cotton plantation) being the same driving force. It is essential that the formulation of the procurement strategy, options and eventual procurement sourcing plan are developed in conjunction with Commercial and IP specialists at the start of the process.
