In the two decades prior to his arrival at Edgeley Park in 1989, The Hatters had never won more games than they had lost, never scored more goals than they conceded, and never finished above 11th position in the basement division. Daniel Alberto Bergara de Medina (24 July 1942 – 25 July 2007) [2] was a Uruguayan footballer and manager. For the 1998–99 season, he was named manager of Grantham Town, who had just won promotion to the Southern League Premier Division. A string of poor results saw Bergara become the club's Director of Football and the club's Chief Scout, Tony Kenworthy, becoming manager. Later he scouted for Sunderland. While Bergara was registered as a lorry loader after moving to the UK with his English wife, his actual job was completely different. Instead of working for a haulage company owned by the Luton Town chairman, he plied his trade at Kenilworth Road as the Hatters’ youth team coach. Later he scouted for Sunderland. In the late 1990s, after the recent major development at the Cheadle End of the ground, County chairman Brendan Elwood announced plans to rebuild the Railway End. The plan would have involved purchasing The Bungalow behind it, on which a hotel would have been built by Britannia Building Society, which would have overlooked the ground. However, like other Millennium-related projects, these plans never came to fruition.

Following the Bradford City stadium fire in 1985, work began to remove all wooden structures and standing terraces from the stadium, which drastically reduced the capacity, but increased safety and ensured that the ground complied to Football League regulations. This work was eventually full completed by 2001. The Railway End being the last stand to be converted from a standing terrace to seating. The stadium's name is often simply abbreviated to 'EP' by fans.
